Renting a vehicle to a driver is trusting them with a major asset. Screening is how you make that trust informed. But screening also triggers federal rules — the Fair Credit Reporting Act (FCRA) — that you have to follow when you use a background report to make a decision.
What to screen for
A practical screen for a fleet rental usually includes:
- Identity verification — confirm the applicant is who they claim to be.
- Motor vehicle record (MVR) — driving history, license status, and violations.
- Criminal background check — scoped to what's relevant and legally permitted.
The FCRA steps you can't skip
When you run a background check through a consumer reporting agency and use it to decide, the FCRA requires a specific sequence: a clear standalone disclosure, the applicant's written authorization, and — if you decide to decline based on the report — a pre-adverse-action notice (with a copy of the report), a waiting period, and a final adverse-action notice.
Skipping these steps is a common and expensive mistake. Use a screening provider that supports the adverse-action workflow.
You make the decision — keep it that way
